Each of the keys has a simple id chip in (like rfid but w/o the rf and two contacts. When you buy the remote you get a bag of keys and the base. You can reconfigure what the remote does when keys are pressed by somehow interfacing the remote with your computer (usb or bluetooth maybe). Obviously all the guts are in the base including the battery pack and infra red sender.
